The problem with such a simple tag is that it lacks a lot of information - who is filtered? That's why there is a need for barrier=* and all the access tags. E.g. on this way:
way/6019354
There is no information present on who can use the road. Bicycles? Pedestrians? motorcycles? mopeds?

If you want to introduce a new tag, please write a proposal in the wiki and ask on the mailing list for comments.
