Hello.
You modified this building with "layer=-1" signifying that it's underground. That is most definitely not correct.
If you get a warning that 2 features overlap, it should be investigated why and corrected if necessary, rather than just click on "tag as higher" or "lower".

Hello.
It's great to adjust building to the satellite imagery, however you should also keep in mind possibility that a given satellite imagery might not be correctly aligned in a give area. It's best to double-check existing features with multiple satellite images, not just Bing to confirm if features are misaligned or imagery needs to have offset.

Crosswalks controlled by traffic lights should be tagged as crossing=traffic_signals.

I think you are over-analyzing this tag. For me 1928 is acceptable value based on nycdob's database. I consider it to be accurate enough for these purposes. If you want to go by nytimes article 1929, that's fine too. "~1928" is fine too.

For this situation I think 1928 or 1929 are close enough and would be accurate enough to encode the intended meaning.

If you really want to find the exact date and relevant documents, you could try diging through DOBNOW website and see if they have those records digitized.
