Usually used together with amenity=cafe for places which describe themselves as [W] Tea Houses, in particular for places to take time over cups of tea.

There is more than one widespread tradition that can be described as a tea house. In the English tradition this would be tea with a light meal that can by accompanied various items, including tea sandwiches, clotted cream, cakes, scones, pancakes, crumpets and bread, butter and jam. In the Chinese tradition this would focus more on [W] Gongfu tea preparation of Chinese teas; in the [W] Japanese tradition the preparation and serving of Japanese teas such as matcha.

A tea house is not the same as shop=tea, but if the tea house also sells dry tea then the two tags could be used in combination.
