National Heavy Vehicle Regulator (NHVR)
The National Heavy Vehicle Regulator (NHVR) is Australia’s regulator for heavy vehicles that have a gross vehicle mass (GVM) or aggregate trailer mass (ATM) of more than 4.5 tonnes.
NHVR Use of OpenStreetMap (OSM) Data
The NHVR has taken the strategic step of adopting OSM as the primary data source for heavy vehicle road network-based mapping & routing. Using OSM allows for faster road network changes with guidance by road users/operators who will typically have on-the-ground knowledge

- NHVR Route Planner - Routing designed for heavy vehicle travel using OSM road geometry and weighted by OSM various tags

On-going Mapping Projects
TfNSW Network Migration
The New South Wales network transition to NHVR National Network Map began in 2024. This project involves re-creating New South Wales heavy vehicle networks using OpenStreetMap road segments as our foundational mapping platform for rapid and accurate changes to road infrastructure. We actively edit OSM road segments such as adding driveways and service roads, changes to speed limits and lane counts, or splitting roads at council boundaries. These reflect the point where heavy vehicle network access terminates, allowing for precise representation of the original TfNSW datasets and OSM road segments. We follow strict accordance with OSM guidelines, following Australian Tagging Guidelines. We use satellite imagery and Mapillary to ensure that we are foremost mapping what's on the ground. Any incompatibility between TfNSW road datasets and OpenStreetMap mapping conventions are excluded from mapping in OSM and instead provided to road managers for review.
