What steps, if any, should the OSMF take to protect OpenStreetMap's intellectual property?

The board shall and does listen to the LWG here.
Personally, I would prefer a much stronger policy enforcement. Invoking a court is still a last resort and hopefully the Foundation never gets into a situation such dire that court action will be proportionate.
But the Foundation shall no longer issue any Grandfathering license. There is no project that has been overlooked for a decade or so, and new projects did brazenly, incompetently, or both choose a name that impacts OpenStreetMap's good reputation. There is also no reason for any other group of people than a local chapter or a equivlent organisation to use the full text "OpenStreetMap" as part of their name. Opposed to this, there is a spectrum for the abbreviation "OSM" and word play which goes from "Osmium" or "Osmosis" (which are both valid English words without reference to OSM) and non-OpenStreetMap uses of the abbreviation to "QuickOSM" or "LearnOSM" where in both cases clearly OSM means OpenStreetMap (not calling to outlaw that actually rather referential use).

The OSMF should protect OpenStreetMap's intellectual property by following three steps: strictly following the open license, actively managing its trademarks, and enforcing the rules in a way that is focused on the community. The main goal is not to limit how data can be used, but to protect the open and collaborative environment that makes the project possible.
