Yes, consistency is often a good guide but gravel is a value best avoided. There was quite a lot of discussion a while back on talk-au. The inconsistency may stem from the widespread use of river gravels in Europe. If you are not familiar with tags and values, its worth checking on the wiki, sometimes the meaning in English is not quite the same.
