This is exactly what a highway=track is defined as. There is nothing to be changed in OSM. The only change has to be done to your routing software, by changing its routing profile to include tracks.

Please don't make any changes to road types just because your routing software fails to understand the tagging. These are not unclassified, but tracks. File a bug report with your routing software vendor and use another. The OSM data was correct.

- woher hast du die Zuständigkeit des S.A.T. für die Wege? Das sollte eigentliche der AVS sein.

- Bitte trage die Namen und Nummern von Routen nicht an die Wege selbst ein. Dafür gibt es (die hier schon vorhanden) Routen-Relationen. Anderenfalls gibt es Kollisionen an all den Stellen wo mehrere Wege zusammen verlaufen oder Forstwege mit eigener ref/Name im Spiel sind.

Reference numbers are usually tagged as 'ref:xyz'. And, if they are country specific, the country code can be added: ref:VE:xyz
