thanks for the explanation. I think 'ref:kavel' would be more appropriate here. You could also use the international 'ref:plot' (which is already in use in the UK).

Btw, you also added some 'kavel' tags, it would be nice to be consistent and have only one key for all of them.

You can just tag the leaving road with an access tag.
I guess the restriction you have is
maxweight:hgv:conditional = 7.5 @ snow

there is no need to tag parking conditions to each and every parking_space. It's sufficient to have this information on the amenity=parking once.

Btw, if you want to use tags like parking_space:condition:3:time_interval and have this information used by anybody, you might want to write a proposal for that.
