Thank you, just like what you say, it might be fuzzy. But luckily Perak`s district mostly connected to other state (except Perak Tengah and Hilir Perak). Vector map only can help in giving rough boundary, but not the very accurate one.Malaysia does not like Chinese Government have a good system about that. Anyway, district border are essential although it might vary from on the ground.

Yes, this is because as of Nov 2019 still no update for JB for newer imagery (2018-2019). However, I believe they probably will update next year. If you have time, you can record the GPS trace and export into OSM, so that the map will be up-to-date.. Thanks
