According to the land operator it seems that this road will be built/operated by DARS.

https://ipi.eprostor.gov.si/jv/ shows that land for the road was already bought (or nationalised?) so it will be built eventually.

Kasnejši začetek veljavnosti enosmernosti bi se verjetno dalo izraziti z
osm.wiki/Conditional_restrictions
oz. v tem primeru konkretno s tagom
"oneway:conditional"

Predlagam brisanje tu dodanih tagov tagov start_date.

Preimenoval nazaj na Jurčkovo cesto in vrisal novo ulico drevakov v gradnji

Glede na velikost gradbišča razvidnega na ortofotu in OPPN 391:

There might be similar problem near https://maproulette.org/challenge/39264/task/162489719 where a massive demolition and rebuilding is being done.

Well, it just happens, that in Ljubljana there is a newer version of orthophoto available, published by the city.
That one is also available in JOSM editor, but apparently not used detect missing building tasks for maproulette.

I have marked the task https://maproulette.org/browse/challenges/39264 as not an issue with link to new orthophoto to hopefully prevent such mishaps in future.
