This railway, specifically the section over by Toms River does not exist. It has not existed in a very long time and has no remnants remaining to meet the definition of "abandoned railway" in regards to the OSM wiki.

Most of the segments along this way do not meet the definition of an "abandoned Railway" in accordance with the OSM wiki, which states "where the rails have been removed but the route is still visible with ties/sleepers, signals or other railroad right of way signs or infrastructure."

Additionally, "Expect anything mapped for historical purposes to be removed at a later date. See Open Historical Map for opportunities to map history."

Therefore, it is probably better to just add this to Open Historical Maps (OHM). A number of these areas have been completely overbuilt by houses and other buildings with no presence remainging.

I recommend reverting this changeset to only have what is physically on the ground, and instead mapping things purely for "historical" reasons only on OHM with the appropriate tags.

But what is weird is they show up under TIGER 2021. So I am not sure if construction is just planned and hasn't started yet?

I concur. I have been working to remove "abandoned" and "disused" railways that have long since been removed and built over. The wiki says something along the lines of "abandoned" railways are those with rails, signals or railbeds present. In this case, what you removed has no trace.
