Some data consumers (Cyanogenmod, and now LineageOS, for example) use OSM as a reverse lookup provider; having the complete phone number helps facilitate this. As well as, for whatever reason you might need, call overseas to a location.

The US doesn't have the concept of major/minor roads, so this stop sign is ambiguous. Did you mean this to say that 102nd has a stop sign and Council Road does not?
