Bike lanes and a parking aisle

Closed a roundabout slip lane, added path surfaces, undesignated the undesignated paths, and added cycle paths to/from 53rd to the roundabout's sidepaths.

Drew the new paths under I-94 as best I could from memory and a GPS trace.

Created a route relation for Wauwatosa's Neighborhood Greenways, which are physically signed on streets. Since OpenCycleMap can't yet render cyclestreets or bike boulevards, but can render route relations, I think this is prudent and justified.

I was mistaken in a previous changeset: BR 25 does exist on the southside, but in a very disconnected way. The red sections from the original route map have been unsigned, and the route just disappears in both directions.

Finally finished Bike Route 31, which has two halves: a downtown/central/northern half and a southern half.
