Split the way by creating a node where the speed limit changes (if one doesn't exist), selecting it, then pressing X. You can add the speed limit tag to that.

It's okay to tag the speed limit sign separately, if you want. The speed limit shows up either way.

The correct thing to do is add the business tags to the address node. If the business goes under, you can just remove the business tags and leave the address. Hope this helps.

Interesting, I had not read that before. It seems sort of iffy to me because it's not an actual name, but I'll let it be as there seem to be very few sidewalks mapped in Houston and no consensus one way or the other.

You should not do this. There is no reason it can't all be done at once. Removing good data for any length of time is never good.

It seems very unlikely there is a residential road running through the shopping center. Does it have a name at all? It may just be a service road.

Sidewalks should not be named for the streets they run parallel to.

Brendan, this appears to be an undocumented import. This data needs to be converted to use OSM tags before it can be added. Please revert this edit.

If there are no signs at all, I don't think there should be any tag.
