You should not do this. The surface tag should reflect exactly the road segments that have that surface. Split the way if necessary.

Some of those proposed names don't sound right. Loop is not an acceptable suffix and several of these are missing predirectionals. Just because the developer submitted them doesn't make them "proposed" in the OSM sense. They will never be built with those names.
