The research process was conducted in two stages for each country team. The first stage involved the identification of ten areas considered to be at highest risk, based on available national disaster and hazard data, news archives, and reports from non-governmental organizations and local authorities. Selection criteria included the frequency of disasters, the size of the exposed population, and vulnerability factors such as the prevalence of informal settlements, inadequate infrastructure, and exposure to climate-related hazards. The results of this stage were compiled in a “High Risk” dataset.

The second stage consisted of an assessment of data availability in OpenStreetMap (OSM) for the identified high-risk areas. This was undertaken through a preliminary scan using tools such as Overpass Turbo, OSM Inspector, and the Humanitarian OpenStreetMap Team (HOT) Export utility. The assessment focused on basic feature counts (e.g., buildings, roads, health facilities, schools) and provided a qualitative classification of coverage levels as high, medium, or low, without attempting to calculate exact completeness percentages. The results were compiled in an “OSM Data” dataset.
