Proposal

This proposal introduces a comprehensive tagging scheme for (educational) institutions serving people with special (educational) needs. The scheme aims to strike a balance between providing sufficient granularity for accurate mapping while avoiding an overwhelming number of categories. It covers nearly all types of special (educational) needs while remaining practical for mappers to implement, even without having a background in this area. Additionally, recognizing that talented and gifted also have specialized (educational) requirements, the schema includes dedicated tagging for institutions serving this population.

Dieses Proposal führt ein umfassendes Tagging-Schema für (Bildungs-)Einrichtungen ein, die Personen mit sonderpädagogischem Förderbedarf und körperlichen Einschränkungen betreuen, bzw. aufnehmen. Das Schema zielt darauf ab, ein Gleichgewicht zwischen ausreichender Detailgenauigkeit für präzise Erfassung und einer überschaubaren Anzahl von Kategorien zu schaffen. Es deckt nahezu alle Arten von Förderbedarf und Einschränkungen ab und bleibt dabei durch viele Beispiele und stark differenzierte Kategorien auch für Mapper ohne entsprechendes Hintergrundwissen gut umsetzbar. Da auch weit überdurchschnittlich begabte Kinder spezielle Bildungsanforderungen haben, enthält das Schema zusätzlich ein eigenes Tagging für Einrichtungen mit Begabtenförderung.

Rationale

Currently, OpenStreetMap lacks a standardized way to describe whether and how institutions accommodate people with special needs. In the context of this proposal, "special needs" means: people with cognitive disabilities, physical disabilities, or gifted and talented. Accommodations can range from inclusive settings where people with and without special needs are integrated in the same groups, to specialized facilities providing separate programs. This proposal defines special_needs=* as a new key, choosing this widely understood term over less intuitive abbreviations like SEN (Special Educational Needs), especially because the tag should not be limited to educational context.

Derzeit fehlt in OpenStreetMap eine einheitliche Möglichkeit zu beschreiben, ob und wie Einrichtungen Personen mit (sonderpädagogischem) Förderbedarf und körperlichen Einschränkungen betreuen und aufnehmen können. Diese Betreuung kann von inklusiven Einrichtungen, in denen Behinderte und nicht Behinderte in denselben Gruppen integriert werden, über spezialisierte Einrichtungen mit eigenen Programmen bis hin zu Förderzentren reichen. Dieses Proposal definiert special_needs=* als neuen Schlüssel und wählt den allgemein verständlichen Begriff anstelle weniger bekannter englischer Abkürzungen wie SEN (Special Educational Needs). Auch soll das Tag nicht nur im Bildungskontext nutzbar sein, was gegen SEN spricht.

Terminology Choice

After careful consideration, this proposal uses special_needs=* as the primary key, although certain style-guides discourage its usage. While we recognize that terminology preferences vary significantly across cultures and evolve over time, we chose this term for several practical reasons:

1. Special needs is widely understood across different languages and educational systems globally
2. It naturally encompasses both disability support and gifted/talented programs, unlike alternatives that artificially separate these related concepts
3. The tag describes institutional capabilities rather than labeling individuals
4. OSM serves a global community where no single terminology standard can satisfy all cultural preferences; pragmatic clarity often outweighs linguistic perfection

Alternative terms like disability support exclude gifted programs, while broader terms like specialized support become too vague for mapping purposes. We acknowledge that some style guides discourage the term special needs, but in an international mapping context, we prioritize functional accuracy and global comprehension.

The schema focuses on describing what institutions provide rather than categorizing people, maintaining a respectful approach while serving OSM's practical mapping needs.

Nach reiflicher Überlegung haben wir uns auf den Schlüssel special_needs=* geeinigt. Wir wissen, dass dieser Begriff nicht unumstritten ist, allerdings ist das immer nur eine Momentaufnahme und sprachliche Präferenzen unterliegen einem ständigen Wandel. Der Begriff wurde aus den folgenden Gründen gewählt:

1. Special needs ist ein Begriff der in den meisten Sprachen und vor allem Bildungssysteme verstanden wird
2. Der Begriff kann sowohl Behinderungen, als auch Begabungen umfassen, im Gegensatz zu den Alternativen, die sich zu stark auf das Eine oder Andere fokussieren
3. Das Tag soll benutzt werden, um Ausstattung und Angebote zu beschreiben, nicht um Individuen ein Etikett aufzudrücken
4. OSM ist eine weltweite Community und es wird im Bereich der Behinderungen und Störungen nie einen Begriff geben, der alle kulturellen Vorlieben und Besonderheiten berücksichtigt. Wir haben uns deswegen dafür entschieden, eindeutige und klare Begriffe zu benutzen, statt zu versuchen, es allen sprachlich recht zu machen.

Alternative Begriffe wie disability support schließen (Hoch-)Begabten-Programme aus, wohingegen breitere Begriffe wie specialized support zu vage sind und den Fokus nicht klar genug setzen. Uns ist bewusst, dass manche Richtlinien von der Benutzung des Begriffes „special needs" abraten, doch im Rahmen eines internationalen Projektes stehen für uns funktionale Genauigkeit und weltweite Verständlichkeit im Vordergrund.

Das Schema konzentriert sich darauf zu beschreiben, was Einrichtungen anbieten, anstatt Menschen zu kategorisieren, und wahrt so einen respektvollen Ansatz, während es gleichzeitig versucht, das Tagging klar und einfach zu gestalten.

Tagging

Types of integration

There are several ways to integrate and support people with special needs. The key special_needs=* specifies how people are generally included or accepted, while special_needs:type=* tags specify which particular special needs can be served and how they are integrated. The general tag special_needs=* indicates the institution's overall approach, but specific support capabilities must be detailed using the sub-type tags for values other than special_needs=no.

The usage of special_needs=* is optional for other values than no and only if a more detailed subtag is used.

Es gibt mehrere Arten, wie man Personen mit sonderpädagogischem Förderbedarf und körperlichen Einschränkungen aufnehmen und unterstützen kann. Der Schlüssel special_needs=* gibt an, wie diese Personen grundsätzlich in der Einrichtung aufgenommen und unterstützt werden, wohingegen special_needs:type=* benutzt wird, um auf die spezifischen Bedürfnisse und Einschränkungen im Detail einzugehen. Das generische special_needs=* gibt nur den allgemeinen Ansatz einer Einrichtung an, aber spezifische Unterstützungsformen müssen über die Sub-Tags erfolgen (sofern nicht special_needs=no erfasst wurde).

Die Benutzung von special_needs=* ist für andere Werte als no und only optional, wenn ein detaillierteres Sub-Tag genutzt wird.

special_needs can also act as a subkey to capacity, e.g. capacity:special_needs=5, or even capacity:special_needs:blind=1.

Types of disabilities

It is essential to specify which types of disabilities and special needs these institutions accommodate. Naturally, most facilities are specialized in particular areas and don't serve all types of special needs. The possible values closely follow those used for special_needs=*, and indicate whether and how each specific type of (educational) need is supported within the institution.

Es ist wichtig zu wissen, auf welchen Förder-Bedarf diese Einrichtungen eingehen. Die meisten Einrichtungen sind auf bestimmte Bereiche spezialisiert und können nicht auf alle Arten von Betreuungs- und Förderbedürfnissen eingehen. Die möglichen Werte orientieren sich eng an denen für special_needs=* und geben an, ob und wie jede spezifische Art von Bedürfnis in der Einrichtung unterstützt wird.

The following table shows a hierarchical structure. More specific tags override general ones when evaluating support capabilities. For example, special_needs:disability=* covers all disability types, while special_needs:cognitive_disability=* represents a subset within disabilities. The tag special_needs:gifted_and_talented=* operates as a separate branch alongside disability support. By default, special_needs:disability=no and special_needs:gifted_and_talented=no must be assumed.

Spezifische Tags überschreiben generische, wenn es um die Auswertung geht. special_needs:disability=* umfasst alle Arten von Behinderungen, wohingegen special_needs:cognitive_disability=* nur eine Untergruppe davon darstellt. If an institution has more specific limitations (for example, they only support people with walking disabilities but not other mobility impairments), mappers can add additional detail beyond this table. You can either:

• Use existing tags more specifically: Tag special_needs:mobility_impairment=limited and add a note explaining the specific limitation via special_needs:mobility_impairment:description=*
• Create more detailed subtags: For example, special_needs:walking_impairment=yes if the usage becomes common enough

If certain specific disabilities are frequently mapped, the community may choose to extend this hierarchical structure by adding another level (e.g., making walking/sitting disabilities subtags under mobility impairments).

Wenn eine Einrichtung spezifischere Angebote/Limitierungen hat (zum Beispiel nur Unterstützung für Gehbehinderte, aber nicht für andere Mobilitätseinschränkungen) können Mapper auch Detailgrade jenseits derer dieser Tabelle benutzen. Im Grunde gibt es zwei Möglichkeiten:

• Ein vorhandenes Tag mit Details ergänzen: Tag special_needs:mobility_impairment=limited and eine Beschreibung, was die spezifischen Limitierungen der Unterstützung sind via special_needs:mobility_impairment:description=*
• Ein detaillierteres Sub-Tag benutzen, z.B. special_needs:walking_impairment=yes wenn es häufiger gebraucht wird.

Wenn eine bestimmte Einschränkung immer wieder gemappt wird, sollte die Community die Hierarchie um eine weitere Ebene erweitern, z.B. Geh- oder Sitzeinschränkungen als Sub-Tag zu Mobilitätseinschränkungen. Die Werte sind nicht in Stein gemeißelt.

Support for talented and gifted

Institutions for talented and gifted don't usually support all type of talents, but are focused on a single area. This should also be tagged with classic main/yes/no.
Einrichtungen mit Begabtenförderung unterstützen normalerweise nicht alle Arten von Begabungen, sondern konzentrieren sich auf einen einzelnen Bereich. Dies sollte auch mit dem klassischen main/yes/no getaggt werden.
