User:BMACS001/Westchester County Building Import
The Westchester County Building Import is an import of Westchester County's official dataset of buildings which is vector geodata covering Westchester County, New York. The import is currently (as of December 15, 2025) at the planning stage.
Goals
This will import all buildings in Westchester County's official GIS that aren't already included in OSM (which, peculiarly, is largely just some rectangular swaths of land at the southern end of the county).
Schedule
Upon approval of the project by the OSM US group, the import will be submitted for review to the forum. Upon the standard 14 days of review, the upload ought to be carried out on the day.

Data Preparation
Data Reduction & Simplification
This import will only include buildings which do not overlap existing buildings in any way. There are several steps of filtering to locate buildings to be removed from the Westchester database that were carried out:
- First pass: Using the JOSM validator to look for buildings in OSM's database that overlap with the Westchester database.
- Buildings that lie outside of OSM's borders of Westchester County: Use QGIS's Select By Location to select elements outside OSM's Westchester boundary
- Power towers: Use QGIS's Select By Location to identify overlapping with tower points
- Storage tanks: Use QGIS's Select By Location to identify overlapping with tank points
- Further outliers: Use QGIS's Select By Location against of all OSM-recorded buildings in Westchester

All buildings will be simply tagged with building=yes

Data Transformation
Transformation from .shp to .geojson was carried out in QGIS, using EPSG:4326. Further conversion to .osm was carried out natively in JOSM.

Data Merge Workflow
Team Approach
A solo project.
Workflow
Import will be done through JOSM's default upload dialog, which defaults to changeset size of 10,000. If reversion is needed, it will be assembled through the osm-revert plugin and carried out in JOSM.
Conflation
All elements that could require conflation would be removed from the import.
QA
Visual inspection of a sample group of locations will be performed for conflicts, the size tbd.
