This is used by {{Map Features:.../tagvaluelink}}.

Note that usage of this template is really dubious.

Red links (to not yet existing pages) are fully fine and not a problem.

Please just use {{Value}} or {{TagValue}} – it has an option to disable active link if that is really needed.
