Is this tag in competition with office=government + government=police as summarily documented at https://wiki.openstreetmap.org/wiki/Key:government?
For now, I'll add both tags, but having police=offices as the only & main tag for a place seems wrong to me.

police=* is voted as a feature. It can be used alone.

government=police is only documented. Users may not know police=offices exists. There are also "private" police that don't belong to the government, or exercise a government function.

Personally, I use them differently. police=offices for the compound, similar to amenity=police or shop=mall . office=* for the different individual offices inside. There is often multiple units that are not subordinate to each other.
