George Massey Tunnel bike shuttle

Most (all?) bike routing code (Valhalla etc) does not take the George Massey Tunnel bike shuttle into account. There was discussion and a changeset adding bicycle:shuttle=bus to "George Massey Tunnel Bicycle Northbound Shuttle", but this tag is such a niche case it seems unreasonable to expect most routing software to include it in bike routing. The shuttle is an important part of bike infrastructure in this region though.

Might we mark the crossing as a kind of ferry, since routing software (like Valhalla) does currently include ferries in its bike routing? Or are there other cleaner solutions? (Sorry if this is in the wrong place, I'm very new.)

Edited to add: I've added an issue (#5784) to Valhalla's GitHub detailing 3 additional bike-shuttle examples (Confederation Bridge shuttle to PEI, Bay Bridge in San Francisco, a bridge in London) and asking for their thoughts too.
