What is the purpose of this tag?

The shape_id groups all trips with the identical route (shape) plus stops in GTFS data which correlates with PTv2 route relations in OSM. It is used by PTNA to find and to evaluate the GTFS-links for the route relations. In future, an evaluations between GTFS and OSM is planned. See PTNA - Munich area or PTNA - Freiburg area for examples.

In some GTFS data sets the shape_id is present, in some it is hidden in trip_id and some do not have one. More and more data is available for OSM, see General_Transit_Feed_Specification#Data_Sources and PTNA.--Skyper 22:54, 15 June 2020 (UTC)
