Yes vs Recommended vs Designated

I would like to propose having the following approved values...

Suggested approve values

value	current % of tags	reasoning
yes	59%	It is not clear is this is mandated, just suggested or local knowledge however for editors of osm, this is a simple solution to identify roads without further knowledge.
recommended	37%	An improvement on yes that there is no mandated requirement however it is suggested that you have 4wd.
designated	< 0.1%	Where roads are mandated that you have 4wd traction and there is an associated fine if you disobey the signs or travel permits.
extreme	<0.1%	For extreme tracks requiring significant 4wd knowledge and set-up. This is a value within the Australian Tagging guidelines.
no	4%	Useful where there are many 4wd tracks but some are 2wd accessible.
