Was approved to be retagged in Mechanical Edits/Mateusz Konieczny - bot account/migrating rocks from surface to material but after discussion in https://www.openstreetmap.org/changeset/115996937 edit was paused for now as no clearly matching surface=* value exists in this case
If proper surface=* can be used then using it and material=sandstone is preferable.
