This is a small substation at the lowest level of transforming in the distribution grid. This kind of substation directly supplies households and small businesses with low voltage power (e.g. 400V/230V in Europe). It is fed from the medium voltage distribution grid normally having a voltage between 3 kV and 30 kV. The substation is normally of the indoor type located in a small masonry building or prefabricated kiosk.

Mapping on a node
Minor distribution substations are generic, simple and sometimes small enough to be mapped as a node, particularly when they are installed in man_made=street_cabinet
It allows to produce concise mapping, with all useful information without much cluttering in the database. As any search of simplification, it's not mandatory and should be used carefully: when too much features are inside the substation, map it as an area and describe each features as independent nodes inside.
Such substations usually contains a transformer and substation=minor_distribution and transformer=main become compatible when used on a node.
Since transformer=* and voltage=* are always incompatible, you will then use voltage:primary=*, voltage:secondary=*.
