A county is a geographical region of a country used for administrative or other purposes, in certain modern nations. In most of the countries that have counties, a county is an administrative subdivision of a larger administrative area and does not necessarily correspond to a populated place. Therefore, the placement of a place=county node is arbitrary, conventionally at the centroid of the boundary. Alternatively, you can tag the boundary relation with border_type=county (or a more specific value).
