Tag oneway:bicycle=-1 means that the way is oneway for cyclists, with allowed passage opposite to its way direction.
Where possible, consider reversing the way and replacing with oneway=yes but in rare cases it may be impossible - for example road oneway for cyclists and cars, but in opposite directions.
