landuse=education is used for areas used by educational facilities (amenity=kindergarten;school;college;university). It's mainly used for areas shared by 2 or more facilities, but can also be added to land used by a single school.

In many countries such as Norway, France or Spain, mappers find themselves in a situation where multiple schools/kindergartens etc. share the same ground, and sometimes even the same buildings. Tagging the whole ground as an additional amenity=school would violate One feature, one OSM element as that would be like implying the presence of an extra school. This tag is used to fix this problem, by tagging the whole area with landuse=education and adding the different facilities inside it as nodes.

On the other hand, this tag can also be used even if there's only a single school on the area. Just like landuse=religious is used for land surrounding and used by an amenity=place_of_worship, landuse=education can be used for land surrounding and used by an amenity=school at the center.

A mapper can either add amenity=school and landuse=education to the same area, or if they prefer, they can only tag the area as landuse=education and place a node with amenity=school.

Educational facilities here means primarily amenity=kindergarten, amenity=school, amenity=college and amenity=university. Other facilities that are more commercial educational facilities, such as amenity=dancing_school, amenity=driving_school and so on tend not to be covered by this landuse and fall under landuse=commercial.

Use cases

Main: multiple facilities on one site

If multiple facilities share one ground, the ground is mapped as landuse=education. If necessary, if the terrain has its own name, this can be specified via the key name=*. Inside the education-area the different facilities should be marked as nodes.

Optional: single facility on one site

Even if a single facility is on a ground, it's acceptable (not mandatory) to add both landuse=education and amenity=school to the area, or add only landuse=education to the area and then an amenity=school node at the center.

Transition (amenity=school)

Before the introduction of landuse=education, grounds shared by multiple educational facilities have sometimes been mapped as an (additional) amenity=school. In cases where this entity refers only to the grounds and not the educational facilities tagged separately within, consider adding the landuse=education tag to it. The amenity=school tag can stay until rendering support for landuse=education has landed in order not to degrade the map for users in the mean time. While this is tagging for the renderer, the proposal for landuse=education included this transitional strategy to address a point of criticism raised by mappers who had appropriated amenity=school as a tag for (shared) campuses.

It is helpful to add fixme=Remove amenity=school when landuse=education is rendered. to indicate the reason amenity=school is kept for now, and to enable mappers to easily find such areas when rendering is more broadly available.
