A shrubland is a a plant community where shrubs are the dominant vegetation. This is normally tagged as natural=scrub.
All uses of the tag landcover=shrubland without natural=scrub are in the Santa Monica mountains of Los Angeles, California, where the tag was added to imported leisure=park features.
The much more common tag for shrubland is natural=scrub, with natural=heath used for dwarf shrubs (heathland).
