A facility that provides drinking water in emergency situations, when the regular water distribution systems fails, e.g. in crisis situations, power outages.
The tag should be used in combination with a physical structure, such as a man_made=water_well, man_made=water_tap or man_made=pump. The well can be further specified, e.g. by pump=manual.
Please use amenity=drinking_water for ordinary drinking fountains.
The tag is independent of the legal requirements for drinking water that is normally distributed in non-emergency situations. In a crisis, people would prefer treating the water themselves (boil, filter) to dying of thirst.
