A halting site a residential area is a designated place for (static) caravans and mobile homes, as used by travellers — i.e., persons of various ethnic and cultural descent who live in a caravan, mobile home, or other vehicle rather than a fixed abode. The term travellers as employed here is broad and generic, and includes 
tinkers, carnies, Romani people, gypsies (this term may nowadays be considered pejorative), and in other languages gens du voyage (French), or woonwagenbewoner (Dutch, pejoratively and colloquially also known as kampers).
This tag should not be confused with tourism=camp_site.
