Proposal
A new tag amenity=dispenser is introduced for mapping dispensers as well as a new key dispenser=* for specifying the type of dispenser.
The only proposed value of dispenser=* at the moment is excrement_bags for dog excrement bags dispensers.
Rationale
There is no tag for dispensers. Dog excrement bags dispensers are currently tagged amenity=vending_machine + vending=excrement_bags, which is a contradiction.
(The key dispensing=* in already in use to indicate whether a pharmacy dispenses prescription drugs or not. Therefore the key dispenser=* has been chosen to specify the dispenser type.)
