Introduction
Problem Statement
For a long time there has not been a concrete, well established system of tagging different types and sizes of aerodromes. There have been multiple proposals and many values are in use.
This proposal aims to establish a simple, useful and verifiable system using statistical data which can be modified as needed.
Proposal
Aerodromes are classified primarily by size using traffic statistics and level of infrastructure:

A separate tag for seaplane bases is created using the heliport tag as precedent:

Finally secondary tags can be used to specify usage and handle unusual cases:

Rationale
Previous proposals did not categorize aerodromes with sufficient clarity and usability. Most did not focus on a primary characteristic and mixed in secondary ones in the main tag creating numerous edge cases.
The basis of this tagging system is the expectations of the average person when it comes to interacting with an aerodrome.
The average person is interested in where they can travel using the aerodrome or what special activities are available at it.
The five aerodrome=global/continental/regional/local/basic tags give ample but succint categories for classifying aerodrome size, which directly relates to destination variety, range and frequency.
As for aerodromes with special activities like airsports, these happen typically at smaller aerodromes, for which the aerodrome=regional/local/basic tags are available. When necessary, the usage=commercial_aviation/general_aviation tags can be used to specify usage.
As an extra, and since heliports already have a separate tag, the aeroway=seaplane_base tag is also created. Like helicopters, seaplanes are a very niche mode of transport. Aerodromes focusing on their operation are always very small and require special equipment and facilities.
Finally, the access=yes/permissive/private/..., leisure=sports_centre + sport=gliding/parachuting/ultralight_aviation/... and port_of_entry=yes/no tags allow for detail to be added to the aerodrome. Whether it is a private aerodrome, which sports are practiced and whether it is an international aerodrome can be added using them.

It is important to note that the main tag's values are not to be followed excessively closely. If in any region different values are more useful or the community wishes to follow a different previously existing system, they are encouraged to adapt the tags to fit their needs.
