Getting Permission for importing or deriving from third party data

Sometimes, you find data that seems interesting for improving OpenStreetMap, but the exact conditions for using the data are unclear, and the license is not specified. At other times, the license is incompatible and does not allow its use for contribution in OSM.

In these cases, a special authorization or waiver may be obtained from the data producer.

Here's an e-mail template you can use to contact the data producer.

Dear #NAME OF CONTACT PERSON#,

Thank you for publishing datasets on #URL# open data platform.

I'm a volunteer for OpenStreetMap, a collaborative project you're probably familiar with, to create a global open map database freely usable by anyone. I'm involved in the #MapYourGrid initiative run by the Open Energy Transition (OET) association. Our aim is to map 98 % of the global transmission grid within 3 years.

In this context, we are very interested in the data you have published, for instance #DATASET#

We respect the intellectual property rights of others and I write to ask if we may use your data: to use data licensed in Creative Commons Attribution 4.0 license in OpenStreetMap, explicit permission from the producer is required.

Could you please provide a statement to give us authorization ?

Here's a template:

I certify that the organization #ORGANISATION#, have no objection to the geodata derived from the datasets published on #PLATFORM URL# open data platform being incorporated into the OpenStreetMap project database and published under the Open Database License.
#ORGANISATION# agrees to the following :
- Attribution by OpenStreetMap and its users through http://wiki.openstreetmap.org/wiki/Contributors is sufficient to provide attribution to #ORGANISATION# in a "reasonable manner" in accordance with Section 3(a)(1) of the CC BY 4.0 license.
- #ORGANISATION# waives Section 2(a)(5)(B) of the CC BY 4.0 license as to OpenStreetMap and its users with the understanding that the Open Database License 1.0 requires open access or parallel distribution of OpenStreetMap data.
