National Agency of Public Registry (NAPR) of Georgia provides map service which contains number of layers: orthophoto imagery, addressing, cadastre.

Why we cans use it

After a long cross-check of Georgian laws and practices of other OSM communities (RU and UA), the Georgian community decided to use NAPR data and mark them as valid in the scope of license practice.

What different Georgian laws say about data created by state structures:

  1. Law on Copyright and Related Rights of Georgia “the following are not subject to copyright protection: a) official documents <...>” [2112-IIS/2017 Article 8]
  2. Law on geospatial data
    1. "Access to spatial data resources posted on the National Geoportal through network services provided for in subparagraphs “a” and “b” of paragraph 1 of Article 6 of this Law is free of charge" [მუხლი 11. 7]
    2. "Spatial data resources published on the National Geoportal are open and publicly available, except for cases provided for by the legislation of Georgia" [მუხლი 11. 6]

If we consider that case law applies within the framework of the OSM, then the Ukrainian community, as well as the Russian appeal to similar positions in the laws of their countries.

After discussion with community members, we couldn't find any restrictions in other laws and decided to allow use of governmental data.

No one governmental facility have commented or responded on our requests.
