This number is used for identifying (water, wind and muscle) mills by several organisations in The Netherlands and Belgium. The use of the number is however not limited to these countries. The number is registered by 'Stichting Molendocumentatie'[1].
The number is tied to the mill. If a mill moves to a new location, it keeps the same number.

dhm_id, mdb_id
These keys (dhm_id and mdb_id) were used on OpenStreetMap. These were ids of 'De Hollandsche Molen'[2] and 'De Molendatabase'[3]. Both these organisations are now using the TenBruggencate number instead.
