The Marktstammdatenregister (MaStR) is a directory of electricity and gas production units in Germany and other entities related to the energy system. Power plant owners in Germany are obligated to have their plant registered in the Marktstammdatenregister. Each entered power plant has a unique identifier starting with "SEE" that can be tagged in OpenStreetMap using the key ref:mastr=*. E.g. ref:mastr=SEE915790729133
The data can be browsed on the website or downloaded in bulk. The project open-mastr can help downloading the data using Python.
License & Attribution
MaStR data is released under Data licence Germany – attribution – version 2.0, and we have additionally received explicit permission to use the data in OpenStreetMap as documented on DE:Permissions/Marktstammdatenregister.
If you use data from MaStR for OpenStreetMap, please mark this by using Marktstammdatenregister Bundesnetzagentur in your changeset source.
How to map
One power plant, one MaStR unit
If the power=plant in OpenStreetMap corresponds to exactly one MaStR unit, add ref:mastr=* to the power plant. If there is exactly one power=generator in that plant, you can optionally also add ref:mastr=* to the generator.

One power plant, multiple MaStR units
If the power plant contains multiple generators (e.g. a wind farm consisting of multiple turbines or a combustion plant consisting of several blocks) and each generator is its own MaStR unit, tag the generators with ref:mastr=*.

Sometimes, a power plant consists of multiple MaStR units, but it's not clear how they map to different parts of the power plant. (This is common in larger PV installations.) In this case, you can add all MaStR units to the power plant's ref:mastr=* separated by semicolon.
