Waste basket on street lamp

Conversion of amenity=waste_basket to bin=yes on highway=street_lamp nodes in Finland. This will fix having two main tags.

On some nodes which also have waste=*, convert them to bin:waste=* to preserve the tag data. A new tag is introduced as there's no documented tag for adding a waste type for use in combination with bin=yes.

The edits has been made one time.
