It is important that changes to administrative boundaries are discussed with other mappers in the region rather than just imposed. You can see local communities at https://openstreetmap.community/ , but in this case it would probably make sense to discuss on the main international talk list https://lists.openstreetmap.org/listinfo/talk .

I’ll revoke this block as soon as I’ve rolled back your edits and restored the region to its former state. Before making further administrative edits like this please discuss with the rest of OSM and explain how the current mapping of the region is at variance with DisputedTerritoriesInformation.pdf .
