you seem to be importing NHD data without having discussed this with the community. There are massive concerns about the quality of NHD data and it is not suitable for being imported into OSM without rigourous quality checks.

Please read osm.wiki/National_Hydrography_Dataset and then consult with the community either on the talk-us or imports mailing list before proceeding.

Attempts have been made to contact you in changeset/90104468 changeset/90104468 changeset/90611141 but to no avail!
