Andy from OSM’s Data Working Group here. Please be aware that deleting private data such as way/469358251/history may have exactly the opposite effect to the one that you want. That was previously mapped as a private service road, but you’re deletion of it means that someone may be tempted to remap it from imagery, and if they do that they likely to not add access tags at all.
