If you are indeed contributing in the name of the DOT then please, as you have been asked in that message, follow our guidelines for organised editing which mainly require you to be upfront about who’s work you are doing here and what your task is.

Even if you are not (working for the DOT) I’d like to ask you to supply better changeset comments than “NCDOT - Verified with NCDOT documentation.” - for example, in changeset/147789366 a proper changeset comment would have been “added unsigned_ref according to NCDOT”.
