No, it's not duplicate, it's accordingly to osm rules. Item can have many translated name tags and the main name tag should be equal to a tag for local language. I'll revert this change.

also, the name tag should be used for actual/official place name and not for place description

Hi Jouanny, may we ask you to remove all tags where you used translation, please? At the moment tag has value - it will be assumed as "ok" and nobody will try to fix it, so if you want to see them corrected one day - better to remove incorrect values asap.
