and again, regarding highway=path, please see mapped things around as examples. if something feels wrong - you can contact person who originally mapped them and ask.
in most cases these are highway=footway + bicycle=yes

when you map steps, I think it's more correct to mark them with include=up/down and only the steps end should have a different layer than 0.
in general layer is useful when there are crossing items on different heights (e.g. bridge and road under).

then there is a different way of marking this which depends on actual signs on the road.
if there is no sign explicitly saying foot and bicycle and also no forbidding sign like "foot only" or "no bicycle" - then it usually mapped as highway=footway (aka, primary usage) + with bicycle=yes

if this way is explicitly designed for both foot and bicycle usage and has appropriate sign, only then we usually map it:
highway=path
bicycle=designated
foot=designated
segregated=yes/no
but even in this case if ways are separated - it's nicer to map them separately and have 1 footway and 1 cycleway.

in general, having only highway=path without extra clarifications is a bad idea is can be used only if actual status is unknown

Unfortunately we can't use any external source of data for the mapping. There is a very limited list of approved sources (like Bing aerial maps). If you didn't got an official approval from municipality - this is a clear copyright violation.
In most cases the only acceptable source is to physically collect such data on the ground.

Small recommendation if you don't mind: will appreciate if you can try to modify existing objects instead of deleting old and creating new ones (where possible, of course). This ensures that object editing history is preserved and all edits are easier tracked.

hi, when you mark address as "10-12" - this means 10,11,12, which is a very rare case since 11 is probably on the other side of the road. If building has more than one housenumbers - separate them with a comma ("10,12").

and regarding horse=no, for most highways there are usual access defaults and only if there are explicit "entry forbidden" sign present - we add xyz=no tags.
Is there explicit "no horses" sign on this street? if no, let's remove this tag.

Regarding lanes change. This specific tag usually should match the values count in the "turn: lanes" tag. If you know how new lanes are marked - please update. if no marking is present, you can use empty value and only add extra separator. e.g. "left|left;through||"

Regarding the name, in most cases we'll have "name" and "name:he" tags equal and written in Hebrew, and optionally extra tags like name:ru name:en, name:ar...

Please be sure to read our local community wiki page where all major conventions are explained (osm.wiki/Israel)

Specifically here two notes:
1. main "name" tag should always be in the language spoken in the area (Hebrew in our case, except Arabic in some Arabic only settlements)
2. name tag should only have official name usually written on the street signs and should never be an explanation. For some extra info "description" tag should be used.

So, I'd like to confirm that "Rabin Underpass" is actually written on the road signs. If not - let's remove name tags.

BTW, highway=pedestrian is usually used for wide foot-only streets. I guess in this case this is just a regular sidewalk which should be mapped as just highway=footway? Please confirm.

Hello, and thank you for contribution!
Please use "name" tag only for actual official names of the item and not for their description. i.e. "מסלול הליכה" is for sure not the official name. If there is more to say about specific object - you can use "description" tag, but preferably also only for official info (e.g. historical meaning) and not for generic obvious information.
I'll fix two footways you edited here, but if you did more such namings - please try to fix.
