There's a subtle difference. When a road passes *through* a building, that's tunnel=building_passage, and both the road and the building are level=0 (implicitly). When a road passes *under* the building — for example, if the "building" is just a roof, or if it's a building:part that extends from the main building over a road — that's covered=yes for the road and layer=1 for the roof or building:part.

Is the part of the road covered by the roof underground? If not, it should not be layer=-1, but the roof should rather be layer=1

What was the purpose of removing layer=1 from building=roof? It's the expected tag pairing.

May I ask you to revert moving traffic_calming=island from relations to kerbs?

But really, one-way direction for footways is completely unpractical to map, even when there is some signage that prescribes it. People tend to ignore it completely, and would expect routing software to direct them in the shortest direction, not in the opposite way. Of course, for narrow passages and/or difficult waymarked trails one way tags are indeed useful; but in our case in practice it's oneway=no.
