Time stamps are required in Uploaded gps data, as it ensures (to an extent) that the data being uploaded was originated from a gps logger/device and not directly drawn or created by a gpx file editing, also its a useful data for calculation of speed on that highway, although i'm not sure if its used for setting avg speed data on roads.
