How does one view leisure exactly? What part of free time DID you see there? - I'm unaware such a feat by looking at a map or don't understand your meaning.
If you'll pull up a map of the area at dawn and dusk you'll see all the park patrons that like to view one of the best sun rises/sets in the area. You're afforded top notch panoramas of kachemak bay right from your vehicle.
If you can look at aerial shots during any given warm summer day you'll find the park abuzz with fishermen, as it's the best beach fishing in the area.
-It's a well known/well used park, but it's not on the open street map.

It's a municipal park that encompasses a traffic circle( that has an informational placard and local wildlife sculpture), a parking lot, city restroom, city bike rack and the end of the spit pedestrian trail. There are local native plants planted in the traffic circle as well as salt marsh between the parking lot and beach. It's hardly just "a very popular spot". The city of homer has it listed as "end of the road park". The above fits the wiki definition you suggested, please take another gander at it would you?
