That does not seem correct - if there is a cycling route (and thus paths, tracks etc), that is highly welcome and there are plenty of such cases mapped in Latvia.
Just that they certainly aren't route=railway.

The one in Jugla has been approximated to convenience with a separate cafe node: node/11670118102 .

Te šur tur arī stāvvietu joslas utml. nelieli ceļi bij dabūjuši living_street - daļu nedaudz pielaboju atpakaļ uz "service".

Sveiki, te dažiem rotaļu laukumiem noņēmu name="Private playground" - tas tomēr nav nosaukums, OSM to apzīmē ar access=private. Tas šiem trim ir pievienots.
