Compacted may have some loose gravel, but there is always a more solid base which is compacted from now granular material. It maybe shaky and uncomfortable, but not difficult to ride a bicycle and hard to loose balance. But that is my understanding. |

About unmarked crossings, they aren't that often mapped as separate ways, but if they are, I think they usually should inherit access tags from connecting ways.
