Yes, it is a private parking lot (parking for employees only), but it is open for public foot, bike and car access (how else are you supposed to reach the public charging stations?). I feel "permissive" is the correct value, because according to the wiki "On non-public roads / elements
permissive [equals] Open to general traffic [...]." and "private [equals] General public access is not allowed." Which is not the case here.

I just assumed a routing app for horse riders should also not suggest this road. I realize this way of thinking is wrong. My bad.

Entering this section from the east, there is Zeichen 240 on the path to the north. To be honest, I don't know about the situation for the other direction. How do you map a street that is only one-way for bikes?

On the west side of the L 384 is a mandatory foot path (Zeichen 239 & Zusatzzeichen 1022-10). The L 384 itself is marked with Zeichen 259 & Zeichen 254 (which can both be seen on Mapillary). There is no sidepath/sidewalk here. These signs are missing on the south side of this part of the L 384 (entering via the onramp from Auchtertstraße), but I assume this street is is simply not meant to be used by pedestrians or bikes in both directions. I already contacted the local admistration about this problem.
